John McCoy (D): State Representative #1, District 38
State Representative John McCoy has a Sierra Club “A” rating on environmental issues. Some of his recent bills include HB 2477 providing for the monitoring and assessing of groundwater. This bill would require the Department of Ecology to establish groundwater monitoring programs in areas of serious or critical water shortages that will help in our understanding of long-term trends.
Another bill Representative McCoy championed (HB 1998) provides for counties to be able to create rural villages as a new strategy for managing projected growth in rural areas. “Rural villages” are defined as environmentally friendly rural developments created using transfer of development rights. Rep. McCoy has strong support in Snohomish County.
